She is not personally, directly responsible for Britain's colonialism, but in all likelihood (if you look at how the American and Indian economies are intertwined) she does benefit from it. I know I benefit from it. Whether and how that translates to responsibility is a matter on which many people disagree. I think that in this case she does have some responsibility.
