Copyright (and thus copyright violation) and other concepts of intellectual property are fairly recent, historically speaking. Until the last half of the 20th century they were rather limited even in the places of their appearance. Since they are a set of laws enforced by government, their advantages generally go to the party with the most lawyers, the most political influence, or the most power in general, as in the case of the patented molecules I mentioned; whereas what people are calling cultural appropriation has been going on since prehistory and is not generally limited by power and status differentials. However as and if culture becomes more deeply propertized that may change.
