Neither. This was an online simulation/quasi-game which allowed the players to simulate being political figures in the Federal Government.

The original attempt (successful) to get the idea passed as legislation in the simulation's California was successful. At which point, you'd have thought from the reaction of other players that California had declared war on Texas, or something.

Nobody, and nothing that I'm aware of besides their own views, prompted the reaction both ways.
